LEAHN is excited to announce the appointment of Pascal Tanguay to the role of Deputy Director. Pascal contributes enormous harm reduction expertise to the expanding LEAHN team. It is being increasingly recognised that law enforcement have a positive role in harm reduction and public health and Pascal’s knowledge and experience will be a valued addition to LEAHN’s global work.

Pascal Tanguay is a Canadian based in Thailand since 2004. Pascal has worked and provided leadership in the field of harm reduction for the past 10 years, particularly in Asia and in Thailand where he worked first as Communications Manager for the Asian Harm Reduction Network (AHRN), as Program Director and Deputy Country Representative for Population Services International (PSI), as well as an independent consultant for UN and donor agencies, INGOs and local CSOs.
At PSI Thailand, Pascal provided critical leadership in directly managing and overseeing all components of the national response to HIV among people who inject drugs under a large Global Fund grant valued at over $18 million. Under Pascal’s leadership, project partners were able to convince national authorities to develop and deploy a national harm reduction policy in February 2014. Under this project, Pascal was responsible for improving organizational duty of care towards project workers and clients and scaling-up comprehensive safety and security management plans that included considerations for illicit drugs, drug use and drug dependence.
Throughout his career, Pascal’s communication skills have been valued and appreciated – he has published extensively on a number of issues related to harm reduction and drug use, including results of a local research project conducted in Thailand. Pascal has a particular interest in drug policy reform, especially in regards to improving collaboration with law enforcement and reducing negative impacts of encounters with law enforcement. Other areas of focus include overdose prevention and management, hepatitis C testing and treatment, community-based drug dependence treatment, safety and security, and policies and procedures to support employment of people who use drugs.
Pascal currently sits on the oversight committee of the Ozone Foundation, a local Thai civil society organization founded by people who use drugs with a mission to improve the health and quality of life of people who use drugs. He is also an Associate with the International Drug Policy Consortium since 2011.

Great to hear this especially after reading Pascal’s expertise & experience on harm reduction. No doubt it’ll add more value to LEAHN’s work. And being a harm reductionist I believe that it is near-to-impossible for it to work effectively without an adequate support from law enforcement.
